Stay NJ Payments Changed in 2026: What NJ Homeowners 65+ Should Know

New Jersey homeowners receiving Stay NJ property tax relief saw an important change in 2026.

The program began distributing its first benefits earlier this year, but the final Fiscal Year 2027 State Budget changed how the remaining 2026 Stay NJ payments would be handled.

Instead of receiving the originally anticipated remaining quarterly benefits, recipients will receive the amount that had been scheduled for the third quarter divided between August and November 2026.

The New Jersey Division of Taxation confirms that this change will result in recipients receiving a lower overall Stay NJ benefit for calendar year 2026.

For homeowners age 65 and older, there is another important point:

The rules for the next Stay NJ benefit cycle are changing too.

Here is what homeowners need to understand.


The 2026 Payments Are Based on the 2024 Tax Year

One of the most confusing parts of Stay NJ is the timing.

The Stay NJ checks being distributed during calendar year 2026 relate to the 2024 tax year.

For that benefit cycle, qualifying homeowners generally had to:

  • Be age 65 or older by December 31, 2024

  • Be a New Jersey homeowner meeting the program requirements

  • Have 2024 income of $500,000 or less

Those were the rules used for the first Stay NJ benefit cycle.

Eligible applicants applied through the combined PAS-1 property tax relief application.


The First Stay NJ Payments Began in February

New Jersey began distributing the first Stay NJ installment in February 2026.

A second installment followed in May 2026.

Treasury explained that Stay NJ benefits were being paid in installments rather than as one lump-sum payment. The benefit calculation also coordinates Stay NJ with other property tax relief programs, including ANCHOR and Senior Freeze.

At that point, qualifying homeowners were expecting additional payments later in the year.

Then the State Budget changed the schedule.


What Changed After the FY 2027 Budget?

The Fiscal Year 2027 Appropriations Act was signed on June 30, 2026.

Under the final budget, Stay NJ recipients will still receive the amount they had been scheduled to receive during the third quarter.

However, that amount is now being divided into two payments:

  • Half in August 2026

  • Half in November 2026

The Division of Taxation explicitly states that this change means recipients will ultimately receive a lower overall Stay NJ benefit for calendar year 2026.

That is the major 2026 update current Stay NJ recipients need to understand.


The November Payment Is Not an Additional Full Quarterly Benefit

This distinction is important.

A homeowner may hear that another Stay NJ payment is coming in November and assume it is a normal fourth-quarter installment.

Under the revised schedule, that is not what is happening.

The amount that had been scheduled for the third quarter was divided between August and November.

So the November payment represents the second half of that revised amount, rather than another full original quarterly benefit.

That is why the total 2026 Stay NJ benefit will be lower than recipients had previously anticipated.


Why Did Stay NJ Change?

Stay NJ is subject to annual State Budget appropriations.

That means the Legislature and governor determine funding through the budget process, and program rules or benefit amounts can change from year to year.

The final FY 2027 budget included $756 million for Stay NJ as part of more than $4.1 billion in overall property tax relief. It also restructured Stay NJ to concentrate larger benefits on middle- and lower-income seniors.

That restructuring affects the next benefit cycle as well.


The Next Stay NJ Income Limit Is Much Lower

Perhaps the biggest long-term change is the income eligibility limit.

For the 2024 benefit cycle being paid during 2026, the Stay NJ income ceiling was $500,000.

For the current 2025 tax-year application, whose Stay NJ benefits are scheduled to be paid in 2027, the income limit is now:

$200,000 or less.

That is a significant change.

Some homeowners who qualified for the first Stay NJ cycle may not qualify for the next one.


Maximum Stay NJ Benefits Are Now Based on Income

The next Stay NJ cycle also introduces a tiered maximum benefit.

Under the current rules for 2025-tax-year benefits:

Household Income Maximum Stay NJ Benefit*
$100,000 or less Up to $6,500
$100,000.01–$150,000 Up to $5,000
$150,000.01–$200,000 Up to $4,000
Over $200,000 Not eligible

Stay NJ generally provides relief based on 50% of the qualifying property tax bill, subject to the applicable income-based maximum and coordination with other property tax relief benefits.

*The State describes these maximums on an annualized basis and notes that future benefits remain subject to State Budget appropriations.


The 2026 and 2027 Stay NJ Rules Should Not Be Confused

There are really two Stay NJ timelines happening at once.

Benefits Being Paid During 2026

These relate to the 2024 tax year.

Recipients already received installments in February and May, with the remaining revised payment divided between August and November.

Benefits Scheduled for 2027

These relate to the 2025 tax year and the PAS-1 application currently being filed.

The current Stay NJ rules include:

  • $200,000 income ceiling

  • Tiered maximum benefits

  • Stay NJ payments scheduled for February and May 2027

  • November 2, 2026 PAS-1 filing deadline

Understanding which tax year applies is important when reviewing notices or estimating benefits.


Current Recipients Should Check Their Individual Benefit

Not every Stay NJ recipient receives the same amount.

The benefit calculation depends on factors including:

  • Property taxes

  • Income

  • Senior Freeze eligibility

  • ANCHOR eligibility

  • Other program requirements

The Division of Taxation provides an online inquiry system where recipients can check their individual Stay NJ benefit details.

If your August or expected November payment does not match what you originally anticipated, review your updated benefit information rather than relying on an earlier estimate.


Stay NJ Works With ANCHOR and Senior Freeze

Stay NJ is part of New Jersey's combined property tax relief system.

Eligible seniors use the PAS-1 to apply for:

  • Stay NJ

  • ANCHOR

  • Senior Freeze

The State then determines eligibility and calculates the benefits for which the applicant qualifies.

That means Stay NJ should not always be viewed as a separate $6,500 payment automatically added on top of ANCHOR and Senior Freeze.

The programs are coordinated when the final property tax relief amount is calculated.

Applicants receive information showing the amounts calculated under the individual programs.


Do You Need to Apply Again for the Next Benefit?

Yes.

Receiving a Stay NJ payment in 2026 does not mean you should ignore the current application season.

The 2025 PAS-1 application deadline is November 2, 2026.

The application is used to determine eligibility for the next cycle of:

  • Stay NJ

  • Senior Freeze

  • ANCHOR

The Stay NJ portion associated with the current application is scheduled for payment in February and May 2027.


A Previous Stay NJ Recipient May No Longer Qualify

This is particularly important because of the income change.

A homeowner may have qualified for Stay NJ under the earlier $500,000 income ceiling.

That same homeowner could be ineligible for the next cycle if household income exceeds $200,000.

Do not assume that receiving Stay NJ this year guarantees eligibility next year.

Eligibility requirements and benefit levels should be reviewed for every filing season.


Why This Matters for Retirement Housing Planning

Stay NJ can significantly affect the real cost of remaining in a New Jersey home.

For homeowners deciding whether to stay, downsize, or move to a 55+ community, property tax relief should be included in the calculation.

But there is an important lesson from the 2026 changes:

Do not build a long-term housing budget around the assumption that a government benefit will remain unchanged.

Stay NJ benefits are subject to State Budget appropriations, and 2026 demonstrated that payment amounts, eligibility limits, and schedules can change.

When evaluating whether a home remains affordable, consider:

  • Property taxes before relief

  • Stay NJ

  • Senior Freeze

  • ANCHOR

  • Insurance

  • Utilities

  • Maintenance

  • HOA fees

  • Healthcare

  • Other retirement expenses

Property tax relief can help.

But the underlying cost of the home still matters.


The Key Dates to Remember

For current Stay NJ recipients and future applicants, the most important dates are:

August 2026: First half of the revised remaining 2024-tax-year Stay NJ amount.

November 2026: Second half of that revised amount.

November 2, 2026: Deadline to file the PAS-1 for 2025 property tax relief benefits.

February and May 2027: Current schedule for Stay NJ payments associated with the 2025 tax-year application.


Final Thought

Stay NJ did not disappear in 2026, but the payment structure changed.

For recipients receiving benefits based on the 2024 tax year, the remaining amount originally scheduled for the third quarter was divided between August and November 2026, resulting in a lower overall calendar-year benefit than originally anticipated.

At the same time, the program has been substantially revised for the next benefit cycle.

The income eligibility limit is now $200,000, and maximum benefits range from $4,000 to $6,500, depending on household income.

For New Jersey homeowners age 65 and older, the main takeaway is simple:

Do not rely on last year's Stay NJ rules when planning for next year.

Check your individual 2026 benefit, understand the revised November payment, and make sure the current PAS-1 is filed by November 2, 2026 if you may qualify for property tax relief.
